does this have to be plugged into a computer for logtag data recorder to charge or can it be plugged into a usb outlet?
The LTI-USB serves only as a USB interface to plug the logger into a PC so it can be configured and downloaded.  The loggers are not rechargeable. 
Can one USB docking station be used for multiple loggers or do we have to purchase one docking station for each logger?
You can use an unlimited number of loggers with a single docking station.  You just need a docking station for each PC you want to configure loggers at or download and save data to.
